LA Flex, or Local Authority Eligibility Flexibility, serves as a vital scheme for homeowners and private tenants to access funding for the installation of home energy efficiency improvements. This scheme specifically aims to help those who may not qualify through standard means tested benefits but are still struggling with fuel poverty or are on a low income and victim to the detrimental effects of living in a cold home. While LA Flex operates as part of the UK Government’s broader ECO scheme, it’s important to note that its funding mechanisms differ. Conveniently, the application process for LA Flex is managed directly by us on behalf of the customer. Eligibility for LA Flex can be established through several methods, including meeting a low income threshold (typically under £31,000), demonstrating health vulnerabilities that are exacerbated by a cold home, or through specific targeting criteria defined by the local authority. Additionally, the property usually needs to have an EPC rating between D and G, although this may vary depending on the specific eligibility route being pursued.
What Improvements can I get through LA Flex?
Leveraging the government backed ECO4 scheme in conjunction with the Local Authority Eligibility Flexibility, a comprehensive suite of heating and renewable energy solutions is available to eligible households. These include High Heat Retention electric storage heaters, designed to capitalise on off peak electricity tariffs for cost effective heating through the day. For homes with inefficient non condensing boilers, funding may be accessible to replace them with modern energy efficient condensing models. External Wall Insulation, involving the application of insulation boards and rendering to the exterior walls, offers significant heat retention benefits, although how suitable your home is, is assessed considering listed building status or conservation area restrictions. Loft Insulation upgrades or additions further enhance heat retention by minimising heat loss through the roof. Similarly, Internal Wall Insulation, where insulation and plasterboard are installed on the interior of external walls, directly combats heat loss. Cavity Wall Insulation targets heat loss through the gap between a property’s external and internal walls. Finally, Room In Roof Insulation specifically addresses heat loss in loft conversions. For homes with an existing gas meter but lacking central heating radiators, funding may be available for the installation of a complete Gas Central Heating system. Environmentally friendly options include Air Source Heat Pumps, which efficiently extract heat from the outside air for both hot water and central heating, and Solar PV systems, a renewable technology that converts sunlight into usable electricity.Do I Qualify for LA Flex?
You may qualify for the LA Flex scheme through one of the following eligibility routes:- Your household has an EPC rating of E, F, or G, combined with a total household income of £31,000 or less.
- Your household meets specific proxy based conditions that indicate low income or vulnerability. Examples include receiving a Council Tax rebate due to low income or being actively supported by a Local Authority scheme designed for low income families.
- The cold living conditions within your property are negatively impacting the health of a resident. This includes a range of conditions such as cardiovascular diseases, respiratory problems, limited mobility like arthritis, or immunosuppression. Numerous other long term health conditions can qualify under this route. To confirm eligibility, we would require a signed form from a G.P. or other healthcare practitioner verifying that a resident in the property has such a condition.
